Why not? If it was a barrier attendant it would be a non-runner. If it's the jockey/horse responsible it's just bad luck. Another benefit of open top barriers .... B-)

The jock couldnt do much about it, the horse dips and he tries to get his balance. Would punters be happier if he fell off? at least he stayed on and tried to give the horse a chance, which he got close.
My best advice as a fellow punter, LOAD UP next start. Will get similar weight in probably the same field, he just wins...if he doesnt do the same thing in the barriers.
