General: Jockey Paul Harvey (BEVEL) returned to scale weighing 59.5kgs which was 0.5kgs
under the weight at which he had weighed out. He advised that after having weighed out early
prior to riding in Race 8, he had returned to scale with all gear and believed the weight loss was
attributed to the humid conditions of today’s meeting. In terms of AR.143(a) Stewards allowed
correct weight to be declared. Jockey Harvey was advised that in future when humid conditions
prevail, he is not to weigh out for consecutive races. 

 There is no 2 ways about this. The horse should have been disqualified. A rider at Pinjarra a few weeks ago weighed in 0.4 light and was told another tick and you would be disqualified.

    Add 1 kg for the vest - so a horse with an advertised weight of 59 actually carries 60. In this case Harvey weighed out at 60 and weighed in at 59.5 which (despite the advertised weight being 59) was 0.5 kgs light. 

    AR.143 states If a horse carries less weight than the weight it should carry – 

    (a) it shall be disqualified for the race, provided that a rider shall be allowed by the Clerk of the
    Scales a half kilogram for the weight of his bridle; and 

    (b) notwithstanding paragraph (a), the rider and/or any person at fault may be penalised.

    So if Harvey had weighed in more than 0.5kg light the horse would have been disqualified. As it was the stewards had no choice but to allow correct weight. The stewards did have a discretion to impose a fine but given the hot conditions appear to have decided not to which IMO was fair enough.

    Paul had been wasting hard and as we know he is riding the lightest he has ever done, I'm sure it would have been the heat and very easy to do.
