    Carlosa, the betting levy also covers the corporates and interstate bookies who wish to bet on Perth racing.
    My educated guess is that these interstate operators, although stakeholders, have not even been notified of the new turnover tax.
    It seems the people who were least listened to, were the people paying the tax while the rest who were receiving it.....just all agreed because they didnt know any better.

    I have today found out who the "stakeholders" that were consulted before bringing in this new levy:

    1. RWWA - who are charging the fee
    2. Perth Racing - who will be the recipients of the fee
    3. WA trotting Assoc - who have no bookies, but if they did, would be the recipients of the fee
    4. WA Greyhounds - who have no bookies, so they dont really care.
    5. WA bookies assoc - who agreed for a regime in line with the rest of australia and have been very outspoken on a turnover tax on NET turnover and are supportive of a threshold for smaller operators.

    No corporate bookies, no interstate operators were consulted, even though they pay a considerable amount towards the coffers of RWWA.

    There are three important facets of this levy:

    1. what % to charge on turnover (1.5% with 2% during carnival) was agreed on.
    2. on what basis do they charge the 1.5% (gross turnover or net turnover). It does make a massive difference.
    3. is there a concession for smaller operators? As in Vic and NSW, operators turning over less than $5mill pay a lesser %, in some cases nil.

    The letter to the above stakeholders only addressed one of these issues, number 1. It completely ignored the other two points AND THEN CLAIMED, that this was "in line" with the other states.

    Therefore, this new tax has been introduced with only a portion of the actual stakeholders consulted AND with only 1/3 of the relevant information addressed in the consultation process!!!

    Is this how our government works?

    dear god.....sounds like a bloody lazy couple of public servants who wanted to punch the time clock for 5pm and get out of the building threw this together in a few hours.
    A consulting process? Sending out 5 letters? how is that a consulting process?

    Sounds like they only addressed the easy issues and completely ignored the gritty issues that were likely to make their jobs a little harder.

    Fancy not consulting the interstate bookmakers, who quite frankly, probably hold more money on Perth Racing than anyone. Perhaps they thought the interstaters wouldn't notice this riduculous regime go through and would just pay it?

    Typical public servant laziness in my opinion. Surely the minister did not just place his trust in the information he had received from his lackies based on five letters??

    Both the Western Australian government and Greyhound Racing Victoria have recently announced that they will be implementing a race fields fee based on wagering turnover with Western Australia commencing on 1 November 2012 and GRV on 1 December 2012.

    Regrettably, this decision means that the Turnover Charge (details of this charge can be found here betfair.com.au/turnovercharge) will be applied to all Western Australian thoroughbred, harness and greyhound markets as well as Victorian greyhound markets from the respective commencement dates. Accordingly, all “back” bets placed on all Western Australian racing markets from 1 November 2012 and Victorian greyhound racing markets from 1 December 2012 will count towards customers’ eligibility to pay the Turnover Charge and the calculation of any charge payable.

    Customers are not required to pay the Turnover Charge until they have satisfied the eligibility criteria (which can be viewed at betfair.com.au/turnovercharge) and have been contacted directly by a Betfair representative and advised that their future activity will attract the Turnover Charge.

    Im told lots of meetings with very little result thus far. The wheels are turning but very slowly. Looks like we're all going to be hit in the pocket from yesterday, at least in the short term.

    I heard mentioned on Wednesday that only two bookmakers were fielding at Ascot for the midweek meeting. How many regularly turn up at Ascot on a Saturday these days ? I never go inside so I'm out of the loop in that respect.

    That's not too bad. For most Saturday crowds at Ascot that would be a ratio of about one bookie per 150 people.

    i see a comment in there that there are 8 to 10 bookies in the ring.

    on Saturday, there will be two bookies in the betting ring at belmont and you wonder why??
    kill them all off, great idea but fear not, the tab will not be the recipient of their demise those punters will find a corporate to bet with. maybe one who is based in vanuatu or one of the big pommie bookmakers who is taking over everything australian.

    could you register in NT and boycott them or do you still need to cough up if your offering odds on a W.A. race ?

    The point is I guess lame, we're wa boys. We breed, we own about 20 horses, we employ 4-5 trainers, we WANT to support our local industry. We don't want to be forced to Vanuatu or NT.
    it shouldn't be made so hard to operate in WA.
